    JOB DESCRIPTION:This is a highly responsible technical position performing complex geographic information system (GIS) work. The GIS Manager is responsible for administering the City’s GIS databases, their creation and maintenance with regard to all planimetric, cadastral, topographic and public utilities with relational database information related to these geographical features. This position is responsible for managing data, software, hardware, projects, documentation, budget planning, daily mapmaking, web design, report generation, department data coordination, acquisition and training of City personnel as they relate to the GIS goals. This position has the authority to recommend action (carries particular weight) in the interest of the employer, to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, discipline employees, has the responsibility to direct employees and to adjust their grievances/complaints. This is accomplished by the use of independent judgment. This work relates to the employers management of operations. The employee is expected to adhere to all City Of Ponca City Policies, City Guidelines and SOP’s and act as a role model in their application. 

    SUPERVISION RECEIVED AND EXERCISED 
    The GIS Manager receives general supervision from the City Engineer and Development Services Director. 
    The GIS Manager exercises support supervision, as it relates to GIS work, to a part time GIS technician and to GIS editors in other departments including primarily electric, water and waste water utilities.  

    ESSENTIAL AND MARGINAL FUNCTION STATEMENTS- Essential and other important responsibilities and duties may include, but are not limited to the following:
    Essential Job Functions: 
    Manage file geo-databases including all vector and raster based data utilizing
    Environmental Systems Research Institute’s (ESRI) ArcGIS desktop
    technologies. 
    Create, modify and update existing databases in coordination with professionals in technical areas such as engineering, infrastructure planning, environmental compliance, resource management, training, etc. 
    Develop and maintain Pictometry (POL) Connect web map instances. 
    Provide GIS support including data analysis, maps, reports, diagrams and presentations to various departments and outside sources as assigned. 
    Coordinate with editors and end users of all ESRI and Autodesk software for data conversions, standards and modifications into structured geo-databases. 
    Gather and evaluate data from outside sources for compilation into the GIS database. Those data include demographics, aerial photography, satellite imagery, maps, surveys and reports. 
    Build and maintain geo-database domains and establish standards of data entry by editors for data maintenance. 
    Provide City personnel with technical guidance, training, data and support in regards to the software and applications being utilized. 
    Make GIS presentations at City meetings, conferences and other gatherings as directed. 
    Good attendance is required and must be available for being called-in to work. 
    The ability to work well with people and set a positive example is
    required. 
    Must have a valid driver’s license, an acceptable driving record and use personal vehicle for City business. 
    Must be able to multi-task and prioritize tasks.

    Marginal Job Functions: 
    -Works independently within established policies, procedures and guidelines and is reviewed through reports, conferences and system performances. 
    -Provides access to the Geographical Information System by designing
    specialized programs based upon end users requests.
    -Manages long term projects with limited supervision. 
    -Ability to translate technical concepts and terminology in terms
    understandable to management, department officials and system users. 
    -Must exercise good judgment, fact and diplomacy when dealing with the
    public.

    QUALIFICATIONS 

    Knowledge of: 
    -ESRI ArcGIS suite of products, ArcGIS file geo-databases established on a 2008 SQL file server, Pictometry POL web viewer and administration interfaces, Autodesk Map, iOS mobile applications, global positioning systems (GPS), Trimble Pathfinder Office. 
    -Thorough knowledge of automated and spatial information processing methods and techniques and geo-databases. 
    -Coding languages including Python, Vbscript, and SQL. 
    -Relational database management system design and management. 
    -Cartographic principles, automated mapping and geographic information
    processing systems. 
    -Data conversion, translation and transfer methods and techniques.

    Ability to: 
    Work independently in the absence of supervision.
    Understand and follow oral and written instructions.
    Communicate clearly and concisely, both orally and in writing.
    Establish and maintain effective working relationships with those contacted in the course of work. 

    Experience and Training Guidelines:  

    Experience:  
    Work experience in local government and familiarity with mapping and
    Geo-processing operations of local governments is desired. 
    Work experience with ESRI ArcGIS, shapefiles, geo-databases, vector data and raster data, web applications and mobile applications is desired. 
    Ability to design and produce end-user query engines. 
    Have vision to conduct site visits, to read and review written
    correspondence, reports, statistical and technical information, maps, etc.
    Must be able to make mathematical computations and tabulations
    accurately and with reasonable speed.

    Training:  
    A four year degree from a college or university with major course work in
    geography, computer science or a related field or combination
    of education and experience equivalent to a degree. The person should
    have considerable experience with geographical information system
    design, implementation and management, including experience in GIS
    database related activities.

    WORKING CONDITIONS:  

    Environmental Conditions:  
    Primarily an inside environment, however, situations do require field site
    deployment and/or irregular work hours. 
     
    Physical Conditions:  
    Essential and marginal functions may require maintaining physical
    condition necessary for lifting, walking and sitting for prolonged periods of
    time and operating motorized equipment

    License or Certificate  
    A valid driver’s license is required.
