    The position uses geographic information system (GIS) software to analyze spatial data related to Tier II and Toxic Release Inventory (TRI) chemical storage and releases. Discover patterns and trends through spatial mapping of data. Produce maps showing spatial distribution of Tier II chemical storage facilities and TRI data. Perform data munging and cleaning of Tier II and TRI data. Prepare information and present to stakeholders, including Local Emergency Planning Commissions (LEPCs), the Commission on Emergency Planning and Response (CEPR), and the Kansas Emergency Managers Association (KEMA). Utilize mapping and data analytics to ensure compliance with Emergency Planning and Community Right-To-Know Act (EPCRA) rules and regulations, including compliance with state regulations.

    Job Responsibilities may include but are not limited to the following: Conduct quantitative and qualitative analyses of Tier II and TRI reporting data. Perform scientific analysis of the reported data to interpret trends and issues pertaining to chemical storage and releases in Kansas. Using analytical data, determine areas of focus for targeted outreach, education, and regulatory compliance activities. Prepare written reports of findings and present to leadership and stakeholders. Provide consultation to the public, regulated facilities, and local governments on program data.

    Job Description

    ESSENTIAL DUTIES AND RESPONSIBILITIES
    1. Provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members of their own team), and have regular and reliable attendance that is non-disruptive.

    2. Design or prepare graphic representations of Geographic Information Systems (GIS) data, using GIS hardware or software applications.

    3. Analyze Geographic Information Systems (GIS) data to identify spatial relationships or display results of analyses, using maps, graphs, or tabular data.

    4. Perform simple to complex spatial analysis to assist departments with information gathering and decision making.

    5. Maintain and troubleshoot existing Geographic Information Systems (GIS), including project maps, online/offline applications, data and databases.

    6. Enter data into Geographic Information Systems (GIS) databases, using techniques such as coordinate geometry, keyboard entry of tabular data, manual digitizing of maps, scanning or automatic conversion to vectors, or conversion of other sources of digital data.

    7. Review existing or incoming data for currency, accuracy, usefulness, quality, or completeness of documentation.

    8. Coordinate with other departments on their GIS needs.

    9. Coordinate with other governmental entities to ensure compatibility of data, and compliance with regional and state standards.

    10. Select cartographic elements needed for effective presentation of information.

    11. Provide technical support to users or clients regarding the operation of Geographic Information Systems (GIS). 

    12. Act as liaison between City departments and GIS/IT staff. 

    13. Make recommendations and provide expert advice to department directors and division heads regarding GIS systems.

    14. Recommend procedures or equipment or software upgrades to increase data accessibility or ease of use.

    15. Read current literature, talk with colleagues, continue education, or participate in professional organizations or conferences to keep abreast of developments in Geographic Information Systems (GIS) technology, equipment, or systems.

    16. Confer with users to analyze, configure, or troubleshoot applications.

    17. Research records within the city and county governments.

    18. Perform other duties as required or assigned.

    SUPERVISION RESPONSIBILITIES
    None Indicated.

    EDUCATION AND EXPERIENCE
    Technical degree required in such disciplines as Computer Engineering, Information Systems, Geosciences or related fields, plus 12 to 18 months related experience and/or training, or equivalent combination of education and experience.

    CERTIFICATES, LICENSES, REGISTRATIONS
    Must possess a valid Arkansas Driver's License. Must be able to pass FBI criminal background fingerprint check and have the ability to comply with state and federal requirements for criminal justice information security standards and obtain necessary certifications.

    PUBLIC CONTACT
    Regular contacts with general public, vendors, and outside representatives as needed.

    EMPLOYEE CONTACT
    Regular contacts within the department and with other departments as needed.

    USE OF MACHINES, EQUIPMENT AND/OR COMPUTERS
    Computer software programming, level I technician support, project management; system analyst and comprehensive computer software support/help and/or web site development and connectivity; Software requirements include: ESRI ArcGIS Suite including ArcGIS Desktop, ArcPro, ArcGIS Online/Portal, and Trimble GPS Equipment; Python, HTML, Java, and Arcade experience is preferred but not required.

    OTHER SKILLS AND ABILITIES
    Ability to utilize both internal and external resources to obtain information and data necessary to carry out routine assignments and special projects. Must have ability to establish and maintain effective working relationships with management and staff.  Skill in organizing resources and establishing priorities and the ability to learn and support new systems and applications.

    East-West Gateway Council of Governments (EWG) has an opening for a GIS Planner in the Research Services Department.  This middle-level professional position reports to the Manager of GIS Services and has general responsibility for performing specific research, mapping, data maintenance, and other user support activities within the agency’s GIS program.

    This position requires strong technical skills, with demonstrable abilities to access, manipulate, display, and interpret data and to succinctly summarize and communicate information in written and oral forms. Strong cartographic skills are essential. The position requires experience with ArcGIS 10.x software, ArcGIS Online and ArcGIS Pro, and data sources pertaining to planning-related topics such as population, housing, the economy, education, crime, emergency response, health, government, environment, and transportation.  Knowledge and interest in emerging server-based solutions for GIS data management, distribution, distributed editing, and map service publishing is desirable.

    The successful candidate for this position must be able to effectively communicate and work with a wide variety of professional staff both inside and outside of the agency.  This position will generate maps and spatial analyses, integrate datasets, document data and processes with metadata, and assist senior staff in data maintenance and training activities.  Candidates should have an interest in building a successful and high profile regional GIS program.

    The successful candidate for this position will have graduated from an accredited four-year college or university, with major course work in Computer Science, Planning, Land Information Systems, Geography, or in a directly related field and will have 3 years of directly related professional experience or an equivalent combination of directly related education and professional experience.  A graduate degree in a directly related field may be substituted for 1 year of experience.
